Here are some patches (can't post them here directly, the spaces are clobbered), that will change:

policy.py:
This will add three global settings (alloc_type, alloc_rate and max_files_open).

queue.py:
If the download will take longer than 99 hours, display that number of hours instead of displaying --:mm:ss, which is totally useless.

manager.py:
Fix bandwidth calculation and make it possible to display a torrent's error in the list command.
